Ice Dams and Shingle Roofs in Idaho: What Actually Happens

What an ice dam actually is
An ice dam forms through a simple, repeatable sequence. Heat escaping from the living space below rises into the attic and warms the underside of the roof deck. That warmth melts the bottom layer of snow sitting on the upper portion of the roof, and the meltwater runs down under the snowpack toward the eave. The eave overhangs the heated space, so it stays colder than the rest of the roof, and the water refreezes right there. Over repeated melt-refreeze cycles, that ice builds into a dam - literally a ridge of ice sitting right at the edge of the roof.
Once the dam is established, more meltwater running down from above has nowhere to go. It pools behind the dam and, because shingles are designed to shed water running downhill, not sit in standing water, that pooled water can work its way backward and upward under the shingle courses at the eave, finding any gap in the surface and reaching the deck underneath.
Why Boise-area roofs have less baseline protection
In colder Idaho climates - North Idaho in particular - building code typically requires an ice and water shield membrane installed under the shingles at the eave, specifically as a backstop against this kind of water intrusion. It is a self-adhering membrane that seals around fastener penetrations and stops water that gets past the shingle layer from reaching the deck.
Within Boise city limits, that requirement is not part of the code. The design snow load used locally is 25 psf, well below what colder mountain jurisdictions plan for, and there is no documented history of widespread ice-dam damage in this specific area driving a code change. That is a reasonable basis for the current code as written - but it also means a shingle roof built to current Boise code has nothing at the eave specifically designed to stop water if an ice dam does form and back water up. In a winter cold snap that does produce a dam, a local roof is relying entirely on the shingle installation itself holding, with no membrane backstop underneath it.
What that means practically
This is not a reason to panic about every roof in the valley - ice dams significant enough to cause real backup require a specific combination of heavy snow accumulation and sustained cold, which is not the typical Treasure Valley winter. But it does mean that on the years or storms where conditions do line up, a shingle roof here has less built-in margin than the same roof would have in a place where ice-barrier underlayment is mandatory. Homeowners who have experienced an ice dam before, or whose roof geometry creates likely dam locations (valleys, low-slope sections, areas below a warmer attic space), are worth paying closer attention to during a hard freeze following heavy snow.
What not to do
Do not get up on the roof or a ladder to chip at ice with a hammer, ice pick, or similar tool. It is easy to crack the shingle mat or knock granules loose while trying to break up ice that is often still bonded tightly to the surface, and working on an ice-covered roof or ladder in freezing conditions is a genuine fall risk. Roof rakes used carefully from the ground to remove snow load before it can contribute to a dam are a reasonable homeowner step; direct ice removal on the roof itself is not.
What a professional response looks like
The safe way to relieve an active ice dam typically involves controlled methods to create channels through the ice so trapped water can drain, without impact tools that risk the shingle surface, done by someone with the right equipment and roof access experience. If water has already reached the interior - staining on a ceiling or wall near an exterior eave - that is worth an inspection sooner rather than later to assess what got wet and whether the shingle or deck needs repair.
Preventing it before it starts
Since the root cause is attic heat loss, not the shingle itself, the real prevention is attic ventilation and insulation. Balanced soffit and ridge ventilation keeps the attic close to outdoor temperature, and adequate insulation between living space and attic reduces the heat that escapes upward in the first place. A roof over a properly ventilated, well-insulated attic sees a much more even snow melt across its whole surface, rather than melting up top and refreezing at the eave.
Bottom line
